Work permits in Uzbekistan

Who needs a work-permit confirmation in Uzbekistan in 2026, who is exempt, the three categories, the steps and the fees — and what the EOR does as the local employer.

  • Labor Code path Local employment contracts framed under the Labor Code of the Republic of Uzbekistan
  • PIT and social tax Personal income tax and employer social tax handled in the employment setup
  • Privacy-aware handling Employment data handled under Gini Talent privacy practices

Who needs a work permit

A citizen of Uzbekistan employed through EOR does not need one. A foreign national usually needs a confirmation of the right to work before starting. The confirmation is issued electronically under the Law on Employment of the Population (Articles 107–113, as amended in November 2025) and the service rules restated in April 2026.

Who is exempt

  • Holders of an Uzbekistan residence permit
  • Foreign specialists employed by IT Park residents
  • Vatandosh card holders
  • Founders and chief executives, for three months from signing the contract
  • People who work for an Uzbek employer remotely from abroad
  • Diplomatic staff and certain international-organisation staff

Nationality alone is not an exemption. Gini Talent’s employing entity is an IT Park resident; we confirm for each role whether the IT Park exemption applies.

The three categories

Category Main criteria Longest term
Highly qualified specialist Degree from a top-1,000 university, at least 5 years’ experience, salary of at least USD 60,000 a year Up to 3 years
Qualified specialist Higher education, at least 5 years’ experience, salary of at least USD 30,000 a year Up to 3 years
Other foreign worker The special criteria do not apply Up to 1 year

The steps

  1. The employer files online through the public services portal with the passport copy, the draft employment contract, a photo and proof of qualifications.
  2. The labor-market check and any opinions from other bodies follow.
  3. The ministry decides within 15 working days.
  4. The employer pays the issuance fee and receives the electronic confirmation with a QR code.

Fees (from 1 September 2026)

The review fee is UZS 440,000 for every category and is not refunded if the application is refused. The issuance fee is UZS 440,000 for a highly qualified specialist, UZS 880,000 for a qualified specialist and higher for other foreign workers. Extensions cost half. The fees are tied to the base calculation amount and change with it.

What the EOR does

As the local employer, Gini Talent files the application, signs the employment contract and keeps the confirmation valid. An extension must be filed at least 20 working days before expiry. Your company provides the role, the salary and the candidate’s documents.

What we do not promise

  • That every person or role qualifies
  • That work can start before the confirmation is issued when it is required
  • A start date before the state review is complete

Share the nationality, role and salary on the proposal form. The employment model is on Employer of Record in Uzbekistan, and the rules that apply once employed are in the Labor Code essentials.

Questions companies ask

Do citizens of Uzbekistan need a work permit through EOR?

No. Work authorization is about foreign nationals. A citizen of Uzbekistan employed through EOR follows the employment and payroll path without a work permit.

Who is exempt from the work-permit confirmation?

Exemptions include residence-permit holders, foreign specialists employed by IT Park residents, Vatandosh card holders, founders and chief executives for their first three months, and people who work remotely from abroad. Nationality alone is not an exemption. Our employing entity is an IT Park resident; we confirm whether that exemption covers the role.

How long does the confirmation take?

The application is filed online and the ministry decides within 15 working days. The confirmation is issued as an electronic document after the fee is paid. Qualified and highly qualified specialists can receive up to three years; other foreign workers up to one year.
