Hire in Uzbekistan without a local company

An Employer of Record (EOR) in Uzbekistan employs people on your behalf under the Labor Code of the Republic of Uzbekistan. Gini Talent is the legal employer. Your company manages the day-to-day work. Payroll, personal income tax withheld from pay, employer social tax and employment administration sit with the EOR.

Companies use EOR in Uzbekistan for their first sales, technology, support and operations hires, for people who already work for them as contractors, and for a foreign specialist who needs a local employer. The EOR fee starts from USD 249 per employee a month and is always shown apart from salary and taxes.

From brief to first payroll in six steps

  1. Brief. You send the headquarters country, the role, the salary range, the headcount and whether the person is chosen.
  2. Fit review. We check the company, the activity and the payment flow. Not every case is accepted.
  3. Proposal. You receive the monthly cost: gross salary, 12% employer social tax and the EOR fee as separate lines.
  4. Contract. We prepare the employment contract with probation, working time and leave written in, then sign and register it.
  5. Enrolment. The employee is registered for personal income tax and social tax, and a work permit is filed if a foreign national needs one.
  6. First pay run. Salary is paid in soum on the contract pay dates. Head office receives a cost report that matches the invoice.

What the employee receives

A written employment contract with a local employer, registered with the state. Pay in Uzbek soum, with personal income tax handled through payroll. At least 15 working days of paid annual leave, public holidays on top, and the protections of the Labor Code on probation, notice and dismissal. The employee knows who the employer is and who directs the work.

IT Park

Gini Talent’s employing entity in Uzbekistan is an IT Park resident. For technology roles this can matter for the work-permit position of foreign specialists and for the tax treatment of the role. For employees of IT Park residents, personal income tax is 7.5% instead of 12%. Whether the IT Park rules apply to a given person is confirmed in the proposal; this page does not assume it.

When EOR is not the right fit

  • You will sign customer contracts or invoice in Uzbekistan in your own name: that needs your own company.
  • The payment flow or the activity cannot be accepted after our review.
  • You plan a large, permanent operation: your own entity usually costs less over time.

Moving later is normal. When the team is proven, you can open a foreign enterprise and move the employees to it with new contracts. See EOR vs company setup and the Labor Code essentials. If candidates are not ready yet, say so on the proposal form.

Questions companies ask

Can I employ people in Uzbekistan without setting up a local company?

Yes. An Employer of Record lets a foreign company employ people in Uzbekistan without its own legal entity. Gini Talent is the legal employer under the Labor Code of the Republic of Uzbekistan. Your company directs the work. Local contracts, payroll, personal income tax withholding and employer social tax sit with the EOR.

What does Uzbekistan EOR include?

A written employment contract registered in the Unified National Labor System, payroll in soum on the contract pay dates, personal income tax and social tax filings, leave records, onboarding and offboarding with the final settlement, and a monthly cost report to head office. Work-permit support applies when a foreign national needs it.

How much does it cost?

The EOR fee starts from USD 249 per employee a month and is shown apart from salary and taxes. The employer adds 12% social tax on top of gross pay. The proposal confirms the fee for your headcount.

How fast is onboarding?

Once documents and fit are clear, employment setup for a standard case is measured in business days. Work-permit cases follow the state review, which takes up to 15 working days. We do not promise a fixed start date before the review.
