Scope

What the engagement covers

If candidates are not ready yet, say so on the proposal form. EOR covers employment once the person is chosen.

  • A local employment contract in Uzbekistan
  • Payroll, employer charges and the EOR fee, shown separately
  • Personal income tax and social tax enrollment
  • Reporting back to your head office

Services

EOR is the core. Compliance paths sit beside it.

All services

Uzbekistan EOR

Employ people without a local company. This is the main service.

Payroll

Personal income tax, social tax and monthly payroll inside EOR — or for your own company in Uzbekistan.

Employment Cost

See how gross, employer charges and the EOR fee stack before you request a proposal.

EOR vs Company

Compare EOR with a representative office or foreign enterprise before you incorporate.

How it works

From brief to monthly payroll

  1. Talent and offer

You select the person and approve the offer. If candidates are not ready yet, note that on the proposal form.

  2. Employment contract

A locally compliant contract is prepared once inputs are clear. Timing is confirmed case by case.

  3. Tax and social insurance

The employee is enrolled for personal income tax and employer social tax before the first pay run.

  4. Monthly payroll and support

Pay, filings and employee support run on cycle. Head office receives the cost picture you agreed.

Fit

Who EOR in Uzbekistan is for

  • Foreign companies employing their first one to twenty people in Uzbekistan
  • Sales, technology, support and operations roles that report to a team abroad
  • Contractors in Uzbekistan whose work now looks like a job
  • A first step before deciding whether to open your own company

Not a fit

When another route is better

  • You will sell or sign contracts in Uzbekistan in your own name: that needs your own company
  • You plan a large, long-term operation: your own entity usually costs less over time
  • The payment flow or the activity cannot be accepted after our review

Questions companies ask

What is an Employer of Record in Uzbekistan?

An Employer of Record (EOR) is a local company that employs a person on your behalf. In Uzbekistan, Gini Talent signs the employment contract under the Labor Code, runs payroll, withholds personal income tax and pays employer social tax. Your company directs the day-to-day work.

How much does EOR in Uzbekistan cost?

The EOR fee starts from USD 249 per employee a month. On top of gross salary, the employer pays 12% social tax; 12% personal income tax is withheld from the employee’s pay (2026 rates). The proposal lists salary, employer charges and the fee as separate lines.

Can I employ a foreign national in Uzbekistan through EOR?

Yes, where the person qualifies. Most foreign nationals need a work-permit confirmation before they start; some groups, such as residence-permit holders and specialists employed by IT Park residents, are exempt. Our employing entity is an IT Park resident, and we confirm which rule applies to each person.

Do I need my own company to sell in Uzbekistan?

EOR covers employment only. If you will sign contracts or invoice customers in Uzbekistan in your own name, you need your own company. Many firms start with EOR for the first hires and open a foreign enterprise later.

Who checks the figures on this site?

Görkem Tan, Finance and Accounting Manager at Gini Finance and a Certified Public Accountant (CPA), checks the tax rates, payroll steps, cost examples, work-permit rules and Labor Code figures. Reviewed pages show the reviewer and the date of the last update.
